The customs code is the HS code, which is the abbreviation of the Coding Harmonized System.
This code is a commodity classification code developed under the auspices of the Customs Cooperation Council (now known as the World Customs Organization) for customs, statistics, import and export management, and international trade parties to use. Mainly used for customs rules and trade statistics. Including the billing of transported goods, data transmission, and the use of general preferential system tax numbers.
The overall coding structure of HS includes three parts:
1. Classification rules;
2. Notes on categories, chapters and sub-headings;
3. Heading and subheading codes and provisions arranged in sequence.
my country's import and export taxes use a ten-digit code, the first eight digits are equivalent to the HS code, and the last two digits are our country's subheadings. Check the corresponding HS code to know the most-favored nation tax rate, general tax rate, value-added tax rate and regulatory conditions for import tariffs.
However, the complete Chinese customs code of the product is different from the complete foreign customs code. Therefore, the coding of China's export declaration cannot be used directly for foreign import declarations!
To this end, the editor has compiled the customs code query URLs of several countries. You can search and query~
1. China Customs Code (HS Code)
https://www.hsbianma.com/
Enter the product name or product code to find relevant detailed information.
2. U.S. Customs Code (HTS Code)
https://hts.usitc.gov/
Enter the first 6 digits to search, and then find the description that best matches the product, that is, find the corresponding US customs code and import tariff rate.
3. EU Customs Code (Taric Code)
http://ec.europa.eu/taxation_customs/dds2/taric/taric_consultation.jsp
Also enter the first 6 digits we found in the Chinese customs code, and select China-CN as the country of origin. The same is done by comparing the description that best matches the product and finding the corresponding EU customs code and tariff rate.
4. Canadian Customs Code (Tariff Code)
http://www.cbsa-asfc.gc.ca/trade-commerce/tariff-tarif/menu-eng.html
It is a pity that Canada's customs website cannot be searched as intelligently as the United States. You must first find the latest version of Customs Tariff, which can be browsed online or downloaded directly as a PDF file. After opening, use "ctrl+F" to enter the first 6 digits of the customs code or product name to search.
5. Japan's customs code
http://www.customs.go.jp/tariff/index.htm
Select the latest released version first. You also cannot search intelligently. You have to manually turn to the corresponding chapter. Then scroll down to the corresponding customs code in order. China is a member of the WTO, so we only look at the tax rate in this column of the WTO agreement.
6. Australia's Customs Code (HS Code)
https://ftaportal.dfat.gov.au/
Find the code that best matches the product from the search results, and then click to view the details.
It should be noted that in order to enjoy the preferential tax rates brought by the China-Australia Free Trade Agreement, you must apply for a China-Australia Certificate of Origin in time when shipping, and submit it to the customs during customs clearance to apply for zero tariffs. GST cannot be reduced or reduced.
Please note that not all Chinese products with a certificate of origin can enter Australia duty-free, and the tariffs on a small number of codes will be reduced to zero in the fifth year of the agreement (i.e. 2019).
How are customs codes classified?
1. Detailed classification
When goods are classified, they are classified according to their specific names. The industry also calls this type of classification a detailed classification. It is rare for a product name to be exactly the same or basically the same as a certain product code (HSCODE) in the product code book. As a tool code book, it is unlikely to include all product names in the world, and the same product has different names.
Therefore, when you know the name of the product, the more information you can obtain about its main purpose, usage, ingredients, etc., the better, which will facilitate product coding query and classification.
2. Scope of application classification
If the name of a product does not have a corresponding code, you should consider its scope of application and function, and find a suitable classification according to the scope of application.
For example: Gree central air-conditioning split 2-horsepower air conditioner, which belongs to the equipment category, go to Chapter 84 to find it, then go to 8415 gas controller, and then look for 84151021.00 (air conditioning cooling capacity ≤ 4 thousand calories/hour split air conditioner).
3. Mixed classification
Also called ingredient classification, if a product contains several ingredients and there is no code that matches the product name, it must be classified according to the materials or components that make up the essential attributes of the product.
For example: iron clothes drying rack, there is no specific corresponding code, and such specific scope of application cannot be found in terms of use. We only need to start from the material, steel products are Chapter 73, other steel products are 7326, you can use 7326209.00 (industrial grade steel wire products) or 73269090.00 (other non-industrial grade steel products).
4. Later classification
When the third situation occurs, according to the material classification, there are two or several codes that are suitable, mainly choose the one with the lower code.
5. Fuzzy classification
Also known as the closest classification method. With the rapid development of high-tech, many new products continue to appear. It is often unclear where to start. We can only find the closest one based on the scope of application first, and then find the closest one based on the material. of.
